change date format from utc to local time

Hi,

when you look an issue in eventum, time is in utc, for
example:

Submitted Date:  Thu, 06 Oct 2005, 09:30:55 UTC  
Priority:   Last Updated Date:  Thu, 06 Oct 2005,
09:53:23 UTC  

but I would like to change it to the local time (in my
case spanish local time). How can I do this?
