new installation question..

Hi Guys.. 

Im a new user to eventum, and installed the 1.1.5 version via freebsd ports
(as it's the lastest ported version available).. 

Anyway.. installation went no problems, and I set it up and configured it..
no problems.. created some test users and test problems assigned to
different users.. worked fine.. 

However when I log in as a test user with standard permissions they don't
see the 'reply' button to reply to the issue ??? they can 'Update the issue'
but that only updates the initial problem (which I don't really want them to
do).. 

Looking at the screenshots etc on the eventum page there is a 'reply' button
.. How do I enable this ??
