I don't know specifically about your issue, but if you are referring to
Windows Server 2003 SP 1 then yes it will most definitely impact any web
services/sites.
You might want to search M$ knowledge base or MSDN for SP1 Migration or
Rollout issues. I know that I have seen several different documents on the
impact of SP1.
The list of 'security' changes in SP1 is pretty major and is know to have an
impact even on Microsoft .NET and IIS.

Strange, never seen that error before. My best suggestion would be for to
look at Microsoft's knowledge base for more information about this error.
It's probably something related to the upgrade to SP1.
