Subject:possible bug in 1.3.1 and up

We are experencing the following bug with 1.3.1.  I've looked over the 
changelog for 1.4 and up, and I'm not sure whether this has been fixed 
yet.

- Staff member adds project B's E-mail alias to the CC list
   of an issue for project A

- E-mail is delivered to project B's IMAP mailbox, but never shows up
   under 'Associate E-mails' for project B.  The E-mail subject would be
   like the following:

    Re: [#3518] Website Feedback: New version has been released.

- Searching for the issue number under project B using the 'Subject/Body'
   search box turns up the E-mail (most likely because I'm also listed as
   staff for project A)

- Clicking the subject line lets me view the message.  Clicking the
   'associated (3518)' link under Status gives the following error:

   Error: The issue #3518 could not be found.


Basically, the E-mail has been auto-associated with project A, instead of 
showing up as an E-mail that can be associated for project B.  I can 
search for the E-mail because I'm staff on both projects, but I can't open 
the issue from the link because issue #3518 doesn't exist in project B.
