Inconsistent labels

Hi,

the Notification Options dialog offers the following set:

  [ ] Emails are Received or Sent
  [ ] Overview or Details are Changed
  [ ] Issue is Closed
  [ ] Files are Attached

The General Setup administration pages allows the configuration of default 
values for:

  [ ] Issues are Updated
  [ ] Issues are Closed
  [ ] Emails are Associated
  [ ] Files are Attached

These two groups refer to the same 4 options? If so, I suggest to 
harmonize the text labels as users (like me;) will get confused. I am 
attaching a patch the makes the 'mail' option have the same label.
