Problems installing the new 5.0.8 release?

I downloaded the Windows EXE installer (first choice from the download page), and when I
try to launch it, I get an errorwindow with the following text.

Runtime Error (at -1:0):
 
Cannot Import dll:C:\DOCUME~1\PREINH~1\LOCALS~1\Temp\is-1M7KI.tmp\installtools.dll.
--
 
The path is for my logged on users Local Settings directory, and if I check it after
running, there IS a directory called is-1M7KI.tmp containing the installtools.dll file
 
I checked the EXE with MD5 also, and got the same checksum as you post on the download
page.
 
I am running Windows XP, SP2, and it should be up to date with security updates.
 
Am I the only one having trouble using the installer for the new 5.0.8 release?
