      Bug#32965 main.ctype_create fails, Bug#42831 main.csv_alter_table is disabled.
      
      Re-enabling both of these.
      ctype_create to observe it's behavior on PB (I believe this has gone away)
      csv_alter_table as the reason for it's disabling has already been corrected (suspect
bad merge)
