I prefer to repeat the bug synopsis in each file comment after the bug
number. When we one day have a chance to see file comments with tools
like "bzr revtool", it could be helpful to have this information there.
But as it is a matter of preference, I do not insist. With current bzr
comment-forgetting problem it is probably not worth the effort, but I'd
be happy if everybody does in in the future.
