The error message sounds like the node can't open a network connection 
to the management daemon.. Just as a double check, you started the 
management node first correct?

Something like  "C:\mysql\bin\ndb_mgmd"? 

If so, then perhaps you should try opening a TCP connection to 
172.17.3.66:1186 using telnet or putty to make sure it connects.
